Scope and Objectives


The Humanitarian Programme Manager (HPM) will be deployed to the field as the overall humanitarian response lead for Sungi Development Foundation humanitarian portfolio, making sure that the overall humanitarian work is implemented in a timely and quality manner in line with SDF’s humanitarian standard operating procedures and mandate. The post-holder will ensure that humanitarian programmes delivered are to the appropriate scale, scope, quality, and accountability expected of Sungi Development Foundation. The HPM, reporting to the Executive Director


Reporting Lines


The position reports to Executive Director for all administrative, managerial, and planning matters.


Roles and Responsibilities


Key responsibilities:


Provide programmatic support for of the emergency response programming and activities in the Flood Affected areas of Sindh, Balochistan & KPK.

Ensure strict compliance of programme activities with Sungi Development Foundation policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines, and the NGO code of conduct.

Take overall leadership in prioritizing response sectors and funding where this is limited, in line with Sungi Humanitarian Strategy, ensuring maximum integration between sectors where possible.

Coordinate closely and support the SMT on response fundraising, supporting the development of high-quality concept notes and proposals linked to the response strategy, and engaging effectively with donors’ humanitarian advisors.

Provide oversight for humanitarian programming implementation to ensure timely & high-quality delivery of programme activities.

Ensure quality programmes and the monitoring of this through regular site visits within the response.

As a member of a response Senior Management Team, play a leadership role in the overall management of Sungi emergency responses.

Coordinate with the Sungi’s Full-Spectrum Health/Nut, FSL, Child Protection, and Advocacy Technical Specialists to ensure sound programme strategies are in place.

With Sector Technical Specialists and Field program management staff, and in collaboration with UN agencies, the government, Clusters, and other local and international NGO partners, support multi-sectoral assessments, ensuring assessment findings are documented, shared, and validated and that they include children’s needs and gender analyses.

Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly.

Oversee effective functioning of logistics systems to procure, store and distribute medical stock, supplies, and services for the timely delivery of the project.

Collaborate with the Managers, Program, HR, Finance, and Admin to ensure that all technical and operational staffing and structure needs for emergency programmes are met.

Humanitarian Programme Development and Quality:


Collaborate with MEAL to ensure that monitoring & evaluation and accountability processes are in place and compliant with Sungi MEAL benchmarks and ensure that feedback is incorporated into programme design and learning disseminated.

Working with SMT members to design multi-sector response and recovery strategies, programme plans and programme master budgets, ensuring sufficient technical and MEAL expertise is included within budgets, ensuring linkages with existing country programmes and a clear phased plan of action up to 1 year.

Ensure strong accountability to beneficiaries

Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter.

Reporting:


Produce high-quality and timely sitreps/reports (where necessary) for Sungi, Donors and within agreed reporting schedules as required.

In coordination with relevant Country Management team members, ensure the preparation of timely programme delivery and submitting the donor reports on project activities in compliance with internal Sungi requirements and any relevant external donor requirements.

General:


Comply with Sungi Development Foundation policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Take the lead on other Sungi Development Foundation humanitarian requirements such preparedness planning, disaster risk reduction, etc.

Contribute to transparent ways of working ensuring key information from projects, coordination meetings, and other information-sharing and lessons-learnt fora is shared in an open and transparent way to build capacity and strengthen the overall Sungi Development Foundation response.

QUALIFICATIONS


Master Degree in Social Sciences, or in a relevant subject or equivalent field experience

EXPERIENCE AND SKILLS


Essential


· More than five years of experience in NGOs/INGOs.


· Strong language skills in English


· Extensive experience of working in humanitarian programmes, preferably on Cat 1 or Cat 2 Humanitarian Response


· Extensive experience in proposal writing.


· Extensive field visits are essential.


· Previous experience of managing programme teams in large-scale first phase emergency response is essential


· Previous experience of managing a large multi-sector team.


· Previous experience of programme management across multiple locations


· Experience of managing multi-donor, multi-site programmes.


· Security management experience across a large and complex programme.


· Experience of senior level representation


· Experience in developing and negotiating successful partnerships with institutional donors


· Ability to write clear and well-argued assessment and project reports


· Excellent communication skills

Principal responsibilities:


Finance Assistant will be responsible for producing accounting documents, Preparing Journal entries in Cash books for final interface in SAGA, Tax remittance to government authorities and preparing the reports, filing, scanning and archiving of Financial documents for Islamabad office and Projects.

Performs all Finance & Admin related duties assigned to him/her.

Check the monthly financial reports (hard and soft copies) of Tdh programs in Pakistan and provide required feedback,

Ensure the payment of taxes to the Government of the Islamic Republic of Pakistan on time and as per deadlines given by Federal Board of Revenue for INGOs (mainly salary, supplier, rental taxes).

Keeping updated lists of all distributions to the beneficiaries (such as medicines, cash assistance and kits), and ensure that support documents for beneficiary distributions are attached to the expenditure files along with all monthly expense vouchers, supporting documents.

Assist FAM in preparation of documents for MoU renewal each year, bi-annual reporting to Ministry of Interior, reporting to agencies on need basis.
