The main tasks and responsibilities of a Junior Political Associate will include:


· Contribute to the public diplomacy and trade promotion activities of the Embassy in collaboration with the Embassy Trade Council

Background:


Pakistan has been impacted by severe monsoon weather since mid-June. Since then the situation deteriorated significantly due to rainfall that has been equivalent to nearly 3 times the national 30-year average. This has caused widespread flooding and landslides, with severe repercussions for human lives, property and infrastructure. To date, 72 districts1 have been declared ‘calamity hit’ by the Government of Pakistan. Many of the 72 hardest-hit districts are amongst the most vulnerable districts in Pakistan, where children already suffered from high rates of malnutrition, poor access to water and sanitation, low school enrollment and other deprivations. Some of these same districts also host over 400,000 refugees from Afghanistan who have fled to Pakistan over the past decades The purpose of this deployment is to support the UN agencies to scale up information management capacities for the emergency response programme. The specialist will ensure that the host entity has useful, valid and reliable information on various areas of their intervention including programmes in emergency contexts. The IM professional is also responsible for building the capacity of host agency staff and their implementing partners in the area of monitoring and reporting.



Main area of responsibility will be:


Design and develop data collection frameworks (including methodologies and tools) for global monitoring of progress related to prevention and protection interventions towards generating strategic information required by the organization for decision-making and advocacy;

Develop and manage information management protocols and work plan, and ensure compliance with assigned objectives; Identify training needs among host agency staff and partners for the purpose of capacity-building on information management. Subsequently, plan and organize information management capacity development activities.

Analyze and evaluate data on a regular basis to assess achievement of objectives and recommend corrective actions, when necessary.

Provide technical advice to programme staff and other counterparts on planning and management of integrated information management, including the inter-agency information management system (IA CPIMS) and monitoring and evaluation.

Represent host agency programmes in inter-agency IM Task Forces and Working Groups.

Prepare the programme status reports required for management, executive board, donors, budget reviews, programme analysis, annual reports, etc.

Collaborate and network with other UN agencies and co-sponsors on information sharing.

Collaborate in the selection and dissemination of statistical results from various analyses to country and regional offices.


Remarks:


As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station.

District Disease Surveillance Officer (EPI)

Organizational Context & Project Description:

WHO provides Technical Assistance to Expanded Programme on Immunization (EPI), Ministry of National Health Services, Regulations and Coordination (MoNHSRC), Government of Pakistan, in coordinating and implementation of quality Immunization service delivery, VPD surveillance and for specialized vaccination campaigns.



Objective/Purpose of the position:


This position is planned to enhance the active surveillance of all VPD and other notifiable diseases in flood affected areas. Coordinate with the district and provincial health authorities for suspected cases investigation, case response and outbreak. The incumbent will have to support the EPI program at the respective level (divisional & district).



Responsibilities:


Under the direct supervision of the first-level supervisor and the overall supervision of the second-level supervisor, the incumbent will carry out the following tasks:




Support in VPDs and other reportable disease surveillance in the district in coordination with existing District Surveillance Officers and Coordinators in the district.

Provide technical assistance in disease case notification and investigation

Provide technical assistance in cases response and disease outbreak investigation through district disease surveillance team and rapid response teams

Organize and conduct detailed Epidemiological investigation when needed.

Organize and conduct training, capacity building sessions for Health care providers, Govt. Staff, partner staff and community informants to prevent VPDs and outbreaks.

Conduct active surveillance visit in the Health Facilities as per National Guidelines.

Conduct visits to passive VPD reporting sites for missing data, alerts or links

Improve VPD case referral, detection and reporting, with LHWs and community support

Conduct RCA for routine immunization, and supervise routine immunization activities

Implement any other task assigned by the Supervisor.

Collect data of VPD surveillance using prescribed formats and tools

Carry out any other related task assigned by the supervisor.


Qualifications required:




Essential – University degree in Medicine/Epidemiology/Public Health.

Desirable – Training in EPI, biostatistics, epidemiology


Experience required:




At least 2 years of relevant experience in public health with major experience in disease surveillance.

Experienced in VPDs surveillance will be preferred.


Other eligibility:




Incumbent is required to have smart phone (Android) for reporting. Internet support shall be provided on monthly basis.


Skills / Technical skills and knowledge:




Excellent knowledge in vaccine preventable diseases and EPI, VPDs case definitions, outbreak response and WHO guidelines

Knowledge of principles, practices, methodology and techniques of immunization program and VPD surveillance

Excellent inter-personal and written communication skill

Strong report writing skill in English

The Nutrition Officer (IYCF and Wasting) provides professional technical, operational, and administrative assistance throughout the programming process for the nutrition programmes/projects in general within the Country Programme, with special focus to the promotion, protection, and support of infant and young child feeding (IYCF), as well as prevention, early detection, and management of wasting, from planning to delivery of results in both development and humanitarian contexts. In doing so, the incumbent implements a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluation, and reporting of results, and knowledge management.


To make a difference you will be accountable for the following key duties & tasks:


1. Support to programme development and planning


Conduct and update the situation analysis for the programme sector(s), specially IYCF and wasting, for the development, design, and management of nutrition related programmes/projects. Research and report on development trends (e.g. political social, economic, nutrition, healthetc.) for higher management use to enhance programme management, efficiency and delivery of results.

Contribute to the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning, specifically for IYCF and wasting management, through analysis of nutrition needs and areas for intervention, and submission of recommendations for priority and goal setting.

Provide technical and operational support throughout all stages of programming processes by executing and administering a variety of technical programme transactions; preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM), and monitoring and evaluation of results.

Prepare required documentations and materials to facilitate the programme review and approval process.

2. Programme management, monitoring and delivery of results.


Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues. Provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision-making. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts to assess programmes/projects and to report on required action and interventions at the higher level of programme management.

Monitor and report on the use of sectoral programme resources (financial, administrative, and other assets), verifying compliance with approved allocation, goals, organizational rules, regulations/procedures, donor commitments, standards of accountability, and integrity. Report on issues identified to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.

Prepare regular and mandated sectoral programme/project reports for management, donors and partners to keep them informed of programme progress.

3. Technical and operational support to programme implementation


Conduct regular programme field visits and surveys, and exchange information with partners and stakeholders to assess progress and provide technical support related to IYCF and Wasting prevention, early detection and management in Pakistan. Take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.

Provide technical and operational support to government counterparts, NGO partners, UN system partners, and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes, and best practices on nutrition-related issues to support programme implementation, operations and delivery of results.

4. Networking and partnership building


Build and sustain effective close working partnerships with nutrition sector government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve programme goals on maternal and child rights as well as social justice and equity.

Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fund raising for IYCF and wasting prevention and management programmes.

Participate in appropriate inter-agency (UNCT) meetings, National Technical Working Groups, and events on programming to collaborate with inter-agency partners and colleagues on UNSDCF operational planning and preparation of nutrition programmes, and to integrate and harmonize UNICEFs position and strategies with the UNSDCF development and planning process.

Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

5. Innovation, knowledge management and capacity building


Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.

Apply innovative approaches, such as simplified approaches for the management of wasting, family MUACetc. and promote good practices to support the implementation and delivery of concrete and sustainable programme results.

Research, benchmark and report on best and cutting-edge practices for development planning of knowledge products and systems.

Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders.

To qualify as an advocate for every child you will have


An advanced university degree (Masters or higher) in nutrition, public health, nursing, medicine, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field.

A first University Degree (Bachelor's) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

A minimum of two (2) years of relevant professional progressively responsible experience in in a developing country in one or more of the following areas is required: Maternal, Infant and Child Health/Nutrition, IYCF, Wasting Prevention and Management (Community Management of Acute Malnutrition), Social and Behavior Change Communication and Community based nutrition promotion programmes.

Experience in health/nutrition programme/project development in a UN system agency or organization is an asset.

Developing country work experience and/or familiarity with emergency is considered an asset.

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
