Network Engineer (Optical)

Wicresoft is seeking a skilled Optical Network Engineer to perform provisioning, implementation, and operational activities supporting a large telecom provider of enterprise fiber services. The engineer will integrate with the existing network engineering team and be assigned multiple projects to handle from start to finish. These projects will range in scale and require coordinating with boundary partners such as network design, circuit design, project management, change management, field technicians, and inside plant technicians. The work traces out existing services across the enterprise network, validating the inventory tool, planning for changes, and configuring live services on a live network. Extra care and mistake mitigation must be implemented to ensure no unplanned outages for the end users of the network. The tasks described below focus on planning, provisioning, implementation, and operational activities that take place during both normal business hours as well as during scheduled maintenance windows.

The primary responsibility of the Network Assurance Technician is to monitor, identify, repair, and resolve issues on the WOW! Network that are detected by the Enterprise Management application or reported to the Network Operations Center by other internal support groups. The Network Assurance Technician will perform these tasks using various network management tools, application monitoring consoles, while documenting the issues in the internal ticketing application.


Duties and Responsibilities:


Essential duties and responsibilities include but are not limited to those listed below:


Monitor a complex network that encompasses RF, IP, Optical components that provide Video, Voice, HSD services to residential and commercial customers.
Perform advanced troubleshooting steps to identify the cause and determine the most effective path to restoring the operability of the multiple platforms that deliver services to both our internal and external customers.
Manage Network impacting events, driving the issue to resolution, ensuring effective communication, and providing timely escalation when appropriate.
Work trouble tickets within the NOC queue, ensuring that the issues are documented appropriately and while driving the issues to resolution.
Provide updates to existing process documentation and assist with creation of new documentation as needed, driving efficiencies within the NOC.

Education:

A solid understanding of Windows and UNIX systems and system management is necessary as well as a strong understanding of network concepts, IPv4, IPv6, and common Internet protocols.

Excellent oral and written communication skills.
Ability to learn new tools and applications quickly and effectively.

The Network Engineer serves as part of a team that supports the communication infrastructure for the Billings Clinic health system. Responsibilities for this position include providing strategy, design, support, security, maintenance and optimization of the data and voice infrastructure in order to facilitate and enhance the delivery of health care services in Billings Clinic and its regional partners. This role is responsible for providing support, implementation, and maintenance of existing infrastructure as well as providing guidance, planning and execution of improvements and future strategy. In addition to the technical knowledge/skills required to support the infrastructure, other responsibilities include creation and maintenance of documentation, complying with change control, and effective task management. Coordination, communication and interaction with other teams/departments, vendors and facilities in the health system is expected. Training, mentoring and collaborating with other team members is an important component to this position. This is a highly dynamic environment requiring members of this team to respond to the often-changing needs of the organization while maintaining a high level of uptime, service quality and redundancy.

Coordinates closely with Billings Clinic Leadership, staff members, Information Technology staff, key stakeholders including affiliates, managed and non-managed sites, and software vendors for the planning, analysis, design, implementation, evaluation and support of network infrastructure.
STRATEGY:
Acts as a liaison and expert resource for network infrastructure with the end-user community, clinicians and/or software/hardware vendor to identify problems and concerns regarding the overall performance and/or effectiveness of the technologies and workflows that impact users. Researches, analyzes and provides recommendations for corrective action to resolve problems with the internal functionality of the system and/or integration of information between systems. Collaborates with clients and technical resources and/or software/hardware vendor with recommendations for system enhancements, detailed information regarding technical or functionality problems and assists with implementation of recommended fixes.
PATIENT SAFETY and QUALITY:
Monitors the environment, technology and infrastructure to support optimal patient care and prevention of adverse events.
POLICY and PROCEDURE / REGULATORY:
Ensures network infrastructure and corresponding policies and procedures, related to Health IT, follow appropriate Practice Acts, other applicable regulations and standards.
